The records already existed
We started from the floor. EMS was the first place we saw it, and fire and rescue had the same split: dispatch, patient care, and staffing each held part of the truth, and none of them spoke. A chief could not say quickly why response had slipped in one part of the area. The files already had the answer. Nobody had asked them together.
